The best way to buy pipes obviously is to know exactly what you want. If you don't know that, your best option is your teacher's recommendation. What does he/she play?
I tell my students that they should buy Scottish Pipes, made of African Blackwood as it is the hardest wood in making musical instruments. The hardwood makes the instrument stay in tune longer.
All of the instruments on this page are African Blackwood except for the first two Dunbar models which are made of PolyPlenco. This is a resin material which is very stable which means that your tuning would be stable as well. I suggest those Dunbar pipes if you are on a budget. Otherwise I would definately go with African Blackwood. Again, your teachers recommendation is the best for determining the brand.
